     The Marijuana Opportunity Reinvestment and Expungement (MORE) Act of 2019 was first introduced by House Judiciary Chair Jerrold Nadler, a New York Democrat, and Kamala Harris, a California Democrat. The MORE Act would remove hemp from the Controlled Substances Act. Currently, “Marihuana” is classified as a Schedule 1 drug.


     According to CBS News polling in April of 2019, nearly 65% of Americans think cannabis should be made legal, and most Americans view cannabis as less harmful than alcohol.


     While decriminalizing marijuana federally by removing it from the federal Controlled Substances Act, the MORE Act would allow states to continue to choose how to regulate the recreational and medicinal industries.


Neal Levine, CEO of the Cannabis Trade Federation, said in a statement:


     “The MORE Act would ensure cannabis consumers and businesses are treated fairly under the law. It would also bolster state and industry efforts to promote diversity within the cannabis business community, while helping individuals and communities adversely impacted by the war on drugs.” 


     As currently written, MORE would institute a 5% federal retail sales tax on marijuana products that would be reinvested into communities disproportionately targeted by the “War On Drugs” while also providing licensing opportunities for people with previous convictions.


     The revenues would go to job training and small-business loans, as well as efforts to minimize barriers to licensing that so many people of color currently face. 


     Some senators argue that the revenue should be split, with half going back into law enforcement. 


     It is crucial to use your voice and contact your state representatives. Tell your representatives to pass this bill and ensure the revenue stays OUT of law enforcement.

During these uncertain times many states have declared Cannabis businesses essential, while simultaneously allowing inmates to sit in a cell for the same plant. The "War On Drugs" has been used to disproportionately target people of color, while profiting from their pain. Hemp has been included in this war, but the government has been aware of its many benefits for decades. I urge you to listen to the voices of those targeted and to fulfill your duty to represent the people's will. Cannabis must be federally decriminalized. I would also urge you to guarantee that not a penny of the 5% tax would go into policing the communities that have been disproportionately targeted. You have a duty to represent the people and I beg you to fulfill said duty, now more than ever.
